No. It is forbidden by Saudi law to smoke in Mecca and Median for Saudi Arabs, but non-Saudi Arabs can smoke cigarettes outside the Kabaa mosque (they preffer to not smoke in public).
There are no cigarette shops in Mecca and Medina. Cigarettes can be buyed outside the cities. -
