That is not possible. The Internation Criminal Court cases only can be started by governments.

Any cases you want to start can only done in your own country or in the country where the event did take place. It is not possible to start a court case to another government from another government. If there was a problem, be sure behind the scenes they act the same back if your cases was not a response.
